Detailed Narrative Project Description

The purpose of this activity is to increase the capacity of the Facilitator’s skills in facilitating the community and to increase understanding of the Labor Intensive Sanitation Program starting from the planning, implementation, operation and maintenance stages as well as the management of infrastructure and facilities built. The objective of the activity is for the Facilitator to become skilled in the management of technical assistance for the implementation of the construction of Work Intensive Rural Sanitation, which includes the stages: preparation, planning, implementation and post implementation (operation and maintenance and management of infrastructure and facilities built) so that the community can be triggered for the implementation of the construction of Solid Work Sanitation Rural Sanitation .

Description of Actual Services Provided

Coordinate with the Technical Activities Team
Carrying out all stages of strengthening start from the preparation, implementation and reporting stages
Compile materials that will be delivered by resource persons at the Capacity Building activities
Provide supporting facilities for the implementation of reinforcement
Provides evaluation evaluation tools to determine the success rate of reinforcement
Analyze the process and results of the empowerment and provide recommendations for the implementation of activities to increase the next fiscal year
Make periodic reports

Detailed Narrative Description of the Project

The main objective of the project is to provide such immediate rehabilitation services as may still be necessary, with concentration on empowering villages and communities to plan and to implement the reconstruction and new construction of Water Supply and Sanitation facilities themselves. So that, the health status of the rural population in NAD can reach higher standard prior earthquake
 

Detailed Description of the Actual Services Provided by your Firm

–  Provide monitoring and evaluation for rehabilitation and construction of the new water and sanitation facilities in Aceh Jaya Regency, Aceh Utara, Nagan Raya, Bireun, Pidie, Nias and South Nias.

–  Communicate to Health Department Officer and Field Consultant about the finding fact in the field and give advice for solving problems.

–  Empowering villages and communities to plan and implement the reconstruction and new construction of WSS facilities themselves

–  Hygiene and sanitation training at village level

–  Capacity building in local government agencies responsible for the delivery of support services to rural communities and the training and motivation of health service officials and technicians in the monitoring of WSS facilities (including routine water quality testing) and the detection and control of water borne

Detailed Narrative Description of the Project
The main objective of the project is to provide immediate rehabilitation services for NAD community with concentration on empowering villages and communities to plan and to implement the reconstruction and new construction of WSS facilities themselves so that the health status of the rural population in NAD can reach higher standards than before when the disaster happened. The main benefits of the Project will be: (i) Reduced poverty and increased health benefits in poor district; (ii) Increased community empowerment; (iii) Strengthened local government capacity.
Reliable access to safe water and sanitation facilities will save time and effort required to obtain good quality water, increasing time and capacity for income-generating activities. Better quality water and improved hygiene behavior will reduce the incidence and severity of waterborne and water-related diseases, particularly among infants, young children, and the elderly, leading to a reduction in sick days and health-related expenditures. This will improve levels of social welfare, and facilitate effort to improve economic welfare of beneficiaries. Given the high proportion of poor household in the target districts, and the proposed targeting on the poorest locations within these districts the incidence of poverty among project beneficiaries is expected to be well over 50 %. The project will have a positive impact on communities ownership and leadership in their development, as they will actively participate in selecting, planning co financing, implementation operating and maintaining the investments. The performance of local government will be improved by introducing a simple quality management approach to public administration, which will help improve service delivery as well as transparency of the local administration.
Detailed Description of the Actual Services Provided by your Firm
  • Monitoring CAP preparation and implementation to ensure that agreed guidelines are followed as stipulated in the Juklak/Juknis, including quality of technical designs for civil works, choice of technology, adequate maintenance and operation arrangements of the water and sanitation infrastructure and facilities, technical specifications and cost estimates of the proposed designs;
  • Preparation of reports particularly related to technical matters in the construction of infrastructure;
  • Preparation of reports on O&M arrangements and its implementation;
  • Overall monitoring of project activities under component 1 and 4;
  • Preparing the annual project budget (grant funds and DIPA);
  • Disseminating relevant information to local governments agencies, institutions, and communities involved in the project;
  • Preparing monthly Process Monitoring Report and contribute to the preparation of the Quarterly Project Report (QPR);
  • Ensuring implementation of the Gender Action Plan (GAP).
  • Monitor and evaluate the rehabilitation and construction the new water and sanitation facilities in regency Aceh Jaya, Aceh Utara, Nagan Raya, Bireun, Pidies, Nias and Nias Selatan.
  • Communicate to Dinas Kesehatan Officer and Field Consultant about the fact-finding in the field and give advice for solving the problem and providing a medium for agriculture supporter

Community Water Services and Health Project ADB Loan 2163/2164(SF)-INO Central Support Team (CST)

 

Detailed Narrative Description of the Project

This Project will provide rural water supply and sanitation facilities to about 1,000 communities in 20 districts in the provinces of Central Kalimantan, West Kalimantan, Jambi and Bengkulu, combined with capacity building of district governments to facilities and regulate basic water and sanitation services ad empower communities to be responsible for planning, co-financing, developing and implementing community-based water and sanitation services. Also focuses on sanitation and hygiene behavioral change programs.
 

Detailed Description of the Actual Services Provided by your Firm

–  Support to overall management and implementation of CWSHP in consultations, communication and liaison with SPMU, Executing Agency and other agencies involved n CWSHP at central, provincial and district levels.

–   Assist CPMU in implementing of the existing Project Systems and Procedures, project financial management and accounting systems and procedures: MIS/M&E systems and procedures, MIS, sustainability systems and procedures; Quality management (QM) Model for District Government; Project Quality Assurance (QA) systems and procedures; Process Monitoring systems and procedures.

–   Assist CPMU and DPMU in implementing project monitoring, supervision and reporting, including: project financial and physical progress reports, procurement reports, training reports, process monitoring reports, project management reports.

–   Implement and monitoring report for a user-friendly system for MPA/PHAST process and outcomes monitoring that is used by DPMU and CPMU for improving community – based activities.

–   Implementation of Gender Action Plan.

–   Implement capacity building phase 3 and phase 4 and technology transfer to counterpart staff at all levels in all relevant agencies during the course of project implementation to ensure program sustainability.

–   Ensure quality design, construction, choice of technology, maintenance and operability of the water and sanitation infrastructure and facilities built by the project with quality control and quality assurance, specification, and regular technical and cost appraisal of the proposed design and CAP documents, in particular more complex design and/or those beyond agreed thresholds or standards.

–   Implementing health promotion and communication strategy and program focusing on improved health, hygiene and sanitation behaviour among individuals, families and broader community including province specific mass media packages and a system for monitoring performance of the communication program including improving water quality monitoring.

–   Support the delivery o appropriate quality participatory education materials for the health behaviour and services component that link to the PHAST approach to be used in the schools and in the community to achieve improved health sanitation behaviour especially linked to Open Defecation Free targets.

–   Ensure establishment of good, operational BPS for sustainability of O&M and the Program.
